A 19-year-old girl was walking on 37th Street and Locust Walk Monday night, when she allegedly saw a man walking towards her with his genitals exposed.
The offender is described as a black male in his late 20s, between 6 feet 2 inches and 6 feet 4 inches tall. He was “wearing all black clothing and a grey knit hat,” according to the Philadelphia Police Department’s Special Victims Unit.
The incident occurred a little after 10 p.m. on Monday on Penn’s campus.
The girl contacted campus police, who “surveyed the area with negative results,” the Philadelphia Police noted.
Penn’s Division of Public Safety said the case was being investigated with the Philadelphia SVU and referred comment to that department.
The Philadelphia Police are still searching for the man and welcome any information.
