Transit union officials announced at midnight that negotiations had broken down with SEPTA officials, and hundreds of workers are going on strike.
The strike will affect all of the city's subway and bus lines, with the exception of University City's LUCY service, which will continue running. The regional rail lines will also continue service.
Earlier in the week city officials told commuters to make alternate plans for getting to work, and said that they are adding more bicycle racks throughout the city.
Penn also has a contingency plan, available on the University's Web site.
