Besides throwing the blame back and forth between the UA and Greek system, the 10 people at the Castle forum tried to think of a more constructive use for the Penn Watch program. Kuprevich said the key to building a safer environment around campus is for all the campus security groups to start working together, including his own police force and the Philadelphia Police. "We must all start sharing resources so we can make a difference out there," he said. Kuprevich also addressed issues such as personal safety on and off campus and bike safety. On the question of bike safety, Kuprevich said it is essential for all bike owners to register their bikes at the Victim Support Services office at University Police headquarters. "Nearly 400 bicycle thefts have occurred this year, 150 more than last year," Kuprevich said. He said that for maximum security, students should get an additional lock for their bike which attaches to the popular Kryptonite lock. Besides bike safety, Kuprevich addressed the problem of students being stranded late at night after the Penn Escort service hours. "We are always here if you need us," he said. "After 3 a.m., you can call [University Police] if you need a ride." Kuprevich said that University Police has ordered more blue light emergency phones for off-campus streets. But he also said that he was frustrated by the fact that students don't know the safety options available to them. "Nobody seems to be reading our brochures or pamphlets," he said. "Until we're needed, nobody cares about us." Because the University Police district is much smaller than that of the Philadelphia Police, University Police response time is much quicker than the Philadelphia's 911 service, Kuprevich said. Brian Bora, chairperson of the UA Safety and Security Committee, said the forum was "the best way to find out student's concerns about their safety on campus." Kuprevich urged students to call him if they have any questions. The forum was sponsored by the Penn Leaders Alliance and the Undergraduate Assembly.
